An Air Force military judge at Ramstein Air Base in Germany sentenced Master Sergeant (E-7) Bart. A. Lipscomb, 86th Maintenance Squadron, to a dishonorable discharge, 19 years confinement, reduction to E-1 and forfeiture of all pay and allowances at a general court-martial here March 29, 2005.
The 19-year Air Force member was convicted of one charge of sodomy with a female minor under 12 between January 2000 and March 2004; and one charge of sodomy with a female minor between 12 and 16 March to July 2004.
He also was convicted of committing indecent acts with a female minor under 16 between January 2000 and July 2004; and a charge of committing indecent acts with a female minor under 16 between January and March 2004.
Lipscomb admitted to sexually abusing one of the girls dozens of times over a four-year period. He apologized for sexually abusing her and her best friend. From the time the girl was 8, Lipscomb said, he molested her as much as four times a week.Although Lipscomb said he tried to stop, the abuse continued, and the abuse became more frequent the older she got. On at least one occasion, he tried to use handcuffs on the girl, now 13.
In addition Sergeant Lipscomb wrongfully and knowingly possessed visual depictions of minors engaging in sexually explicit conduct that was prejudicial to good order and discipline or of a nature to bring discredit upon the armed forces. Investigators found 1,500 digital images and movies of child pornography on Lipscomb’s home computer. Some of the pictures included photographs of infants.
Sergeant Lipscomb pleaded guilty to all charges and will serve 11 years, due to a plea bargain agreement.
Marriage records show LIpscomb was married in Texas on June 22, 1991.
