Staff Sgt. Jason Lewis, 33, of Headquarters and Headquarters Detachment, 95th Military Police Battalion, faces 14 charges, including rape; forcible sodomy; attempted rape; indecent acts with a child; two counts of conspiracy to commit indecent acts and sodomy with a child; taking indecent liberties with a child; and two counts each of soliciting others to perform and arrange for others to engage in sex acts with a child.
He is also accused of several computer crimes including receiving and viewing pornography on a government computer; three counts of receiving, possessing and distributing child pornography on a personal computer; putting sexually explicit photographs on the Internet; using a child to perform sex acts for pornography sent in foreign commerce; and advertising child pornography.
Investigators opened the case on September 24, 2003. Lewis sent child porn to others via e-mail. Each message had to be traced to either implicate the contacts or eliminate them from the investigation, a lengthy process that took several weeks, he said.
The charges relate to one victim, a female child under the age of 12 who had been a victrim for three years, since the age of 7.
Since Lewis’s commander, Capt. Robert Elliott, charged him Monday afternoon, Lewis has remained in the unit’s custody. His unit will conduct an Article 32 hearing, the military equivalent of a civilian grand jury proceeding. No date or location has been set, Wright said.
For the past two years, Lewis served as a volunteer Boy Scout leader with Troop 65 in Darmstadt and Cub Scout Pack 137, said Dan Adams, executive director of the Trans-Atlantic Council.
Lewis admitted raping and repeatedly molesting a young girl while also distributing nude pictures of her strapped to a bedpost over the Internet and making arrangements for others to molest the child.
Often breaking down in tears, Staff Sgt. Jason L. Lewis, assigned to the 95th Military Police Battalion in Mannheim, described before a military judge on Friday more than three years of sexual abuse against the girl.
The abuse, Lewis said during the trial, began in June 2000 and ended in September 2003 shortly before he was arrested.
Lewis testified there were periods “when I went months at a time where I stopped forcing her to do the sodomy that I was doing to her.”
But the violence continued, he said, and as time went on he began arranging for others to join in molesting the girl.
After meeting via “Internet sites that cater to people who trade in child pornography,” Lewis said he arranged for Joseph Pirosko, an U.S. civilian in Germany, and Sgt. Jason K. Griner, 32, of the 66th Transportation Company, to sexually abuse the girl.
During the trial, Lewis also confessed that he exposed himself in digital pictures, wearing only the top of his dress uniform, and posting the photos on the Internet.
Lewis was sentenced to 45 years.
